BSK Program Quality Manager

In coordination with the SOWA Quality and Professional Learning Division, the BSK Program Quality Manager is responsible for implementing the Program Quality Intervention Model ensuring that Expanded Learning grantees receive professional learning and training, assessment and coaching support. RESPONSIBILITIES BSK Expanded Learning Program Quality Intervention (60%) Promote the implementation of the Washington State Quality Standards for Afterschool & Youth Development Programs Manage Youth Program Quality Intervention (YPQI) process, project timeline and deliverables for grantees, including training and learning community meetings (LCM), self and external assessment strategy and process, and coaching, monitor overall delivery and adapt as needed in response to grantee/organizational needs Serve as a primary contact person to grantees regarding YPQI, providing oversight, support, and leading onboarding of new cohort members Coordinate with the Quality & Professional Learning teams to ensure training, coaching, and assessment supports are in place for grantees Serve as a liaison to SOWA coaches regarding their coaching assignments and overall initiative strategy Monitor grantee assessment data and requests for support to inform coaching strategy as well as design and facilitation of LCMs Develop and implement additional supports as needed in response to grantee/organization needs, such as training supports & resources capacity assessments, or storytelling supports for advocacy, fundraising, and marketing Maintain annual reliability as an external assessor; be available to provide PQA external assessments as requested Maintain regular communication with grantees around expectations, deadlines, and status of PQI requirements Oversee the coordination of logistics and management for trainings and events (zoom links, venue rental, food, and setup) and registration (registration links, Salesforce campaign management) Support meetings and events with up-to-date materials, including procurement of materials from Weikart Center as needed Ensure up-to-date tracking of grantee engagement in self and external assessments, trainings, and coaching including monitoring Scores Reporter and the maintenance of relevant Salesforce information Assist in drafting quarterly narrative reports to King County and monthly deliverables reporting to SOWA’s financial department, including serving as liaison to King County Professional Learning System lead to ensure data collection for reporting; BSK Expanded Learning Communications (25%) Develop and maintain an up-to-date annual BSK Expanded Learning communications plan; track projects and modify plan as needed Design and create content for SOWA’s website, Elevate WA, and other electronic communications, including monthly blog posts, articles, and/or video interviews/grantee webinars Coordinate with Communications Team to implement communications and social media strategy, including graphic design and publication; support Elevate WA as needed Serve as a liaison to Communications Team to support with the design and publishing of Quality resource materials, including maintaining up-to-date initiative information on website Support recruitment and marketing efforts for the King County Professional Learning System Learning and Development Team (15%) Participate as a secondary member of the Learning & Design Team, supporting the development of professional learning content (trainings and guidance) Apply adult learning principles to collaboratively design and develop specifically identified training content and professional learning materials that best fit the needs of providers Develop trainings and content for multiple delivery methods including live, in-person and virtual workshops, e-learning courses via learning management software (LMS), self-paced courses, and other delivery methods as applicable Collaborate with the Quality Intervention team to develop strategy and resource materials to support onboarding and engagement in Quality (one- pagers, onboarding materials, videos, etc.) ), as applicable Support Quality Intervention team in implementation of our open access trainings for King County providers through the KCPLS, including assistance with developing annual calendar and work plan Maintain DCYF Statewide Trainer certification Other Responsibilities Address racism, sexism, heterosexism and other discriminatory practices Work toward racial equity through undoing institutional and structural racism Participate in related project and staff meetings Serve as an ambassador for the organization at all times both formally and informally Support ongoing organizational cultural competency Perform other duties as assigned QUALIFICATIONS AND COMPETENCIES Bachelor’s Degree or equivalent education and experience Demonstrated experience working in the area of 5 – 24 youth development and/or juvenile justice sectors Knowledge of the Quality Standards for Afterschool and Youth Development Programs Experience using or knowledge of Youth Program Quality Assessment (YPQA) or other ELO assessment tools Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy & systems-based inequities on marginalized communities Strong facilitation skills and comfort with public speaking Working knowledge of school-age/youth development, center-based programs, and culturally relevant services Excellent oral and written communication skills Experience structuring one’s work to meet grant requirements and work independently and as part of a team Strong organizational and networking skills and comfort with using new media to connect stakeholders Ability to work independently and as part of a collaborative team Ability to work collaboratively with a variety of agencies and organizations Proficient in MS Word, Excel, PowerPoint, and database systems Ability to travel independently to program sites throughout King County Requires flexibility in time requirements/constraints; may require some early morning, evening, weekend meetings, extensive local and some statewide travel and limited overnight stays HOURS AND BENEFITS 40 hours per week, Monday-Friday Fair Labor Standards Act (FLSA) Classification: Exempt Starting Salary Range: $57,000 to $66,000 DOE Benefit package includes medical, dental, vision, long-term disability, 403b retirement savings plan, and generous paid time off.
