Financial Business Analyst III

DEFINITION: The purpose of this job/class within the organization is to perform advanced financial analysis, budgetary planning, internal auditing, and grant management to support the City's fiscal operations. The essential functions of the Financial Business Analyst III position include supervising accounting staff and overseeing financial reporting, general accounting, accounts receivable, and accounts payable activities within the City's ERP system; verifying, correcting, and adjusting transactions for accounts payable, accounts receivable, payroll, and fixed assets before posting to the general ledger; ensuring all transactions are accurate and posted before closing out financial periods, including monthly, quarterly, and year-end closing, and facilitating the preparation of accrual entries and financial statements; assisting the Finance Director and Deputy Finance Director with routine activities and special projects, including the annual audit and preparation of the Annual Comprehensive Financial Report (ACFR), while applying computerized accounting tools to automate and streamline reporting processes; coordinating the City's annual budget development process, ensuring compliance with advertisement, notification, and certification requirements related to TRIM, ad-valorem, and non-ad valorem assessments; assisting departments with budget preparation, financial inquiries, and required budget documentation; reconciling and maintaining subsidiary ledgers to ensure accurate accounting and statutory financial reporting; reviewing and ensuring proper recording of monthly and annual general ledger journal entries; cross-training and providing backup support within the accounting division when necessary; setting up meetings related to budget development, annual capital improvement planning (CIP), and financial strategy discussions; attending budget workshops and commission meetings as required to present financial updates and budget recommendations; overseeing the preparation of the Capital Improvement Plan (CIP) to ensure financial alignment with the City's long-term fiscal goals; and performing other professional financial and supervisory duties as assigned. Five (5) years of progressive experience in financial administration with public sector experience. Equivalent education and experience combination may be considered. In addition, the disabled veteran shall also furnish a document from the Department of Defense, the DVA, or the Department certifying that the veteran has a service-connected disability
