Job DescriptionJob DescriptionThe Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications.OTS leads the State’s technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies.These positions will provide IT services to implement tools and web-based materials for the Louisiana Center for Effective Transitions (LCET) which was established under the U.S. Department of Education Disability Innovation Fund (DIF), Pathways to Partnerships Innovative Model Demonstration Project Grant. Only one vendor will be selected to provide all resources requested in this task order. Responding vendors also must be approved vendors under this U.S. Department of Education Grant in order to be selected.JOB TITLE: Graphic Design The scope of the proposed services will include, but are not limited to the following: Meet with State staff to determine the scope of a projectAdvise State on strategies to reach a particular audienceDetermine the message the design should portrayCreate images that identify a product or convey a messageDevelop graphics for logos and websitesSelect colors, images, text style, and layoutPresent the design to StateIncorporate changes recommended by the State into the final designReview designs for errors before printing or publishing themEnsure that coding standards are met; optimizing the web architectures for navigability and accessibilityUtilize specialized graphic design software to prepare designsKeep up to date with the latest software and computer technologiesPlan site design by clarifying goals; designing functionalityDevelop site navigation by categorizing content; funneling traffic through contentDevelop site content and graphics by coordinating with copywriters and graphic artists; designing images, icons, banners, audio enhancements, related site enhancementsPrepare site by installing and configuring server software; installing programming language using authoring and formatting tools; ensuring cross-platform compatibility; establishing linksEstablish locatability by registering with search enginesUpgrades site by updating content and graphics; monitoring performance and results; identifying and evaluating improvement options; introducing new technology; maintaining linksProtect site by designing and installing security precautionsMaintain site appearance by developing and enforcing content and display standards; editing submissionsProvide information by collecting, analyzing, and summarizing data and trendsExpertise and/or relevant experience in the following areas are mandatory:• Bachelor’s degreeExperience in software development or experience in graphic design (Adobe CS software suite: Illustrator, InDesign, Photoshop, Acrobat, HTML, etc. )Experience effectively executing against brand guidelines and maintaining brand standards, including demonstrating considered layout, image composition, typography and color paletteExperience designing externally facing information and graphics in a visually appealing wayThorough knowledge of current technology solutions for internet, handheld/mobile devices, personal computers, and networksExpertise and/or relevant experience in the following areas are desirable but not mandatory:Experience with education and/or governmental institutionsExperience building user interfaces for websites and/or web applicationsUX/UI Design competenciesApplication of specialized skills within a government agency environment
